O Decreto-Lei n.º 39806, de 4 de setembro de 1954, estipula que as importâncias em dívida pelas câmaras municipais aos hospitais e institutos e aos estabelecimentos oficiais dos centros de assistência psiquiátrica serão liquidadas e pagas em prestações anuais.
